Policy on the use of artificial intelligence

INTRODUCTION

Digital transformation in the public sector, including national statistical institutions, creates new opportunities for improving efficiency, automation, communication and data processing processes. In recent years, artificial intelligence (AI)-based platforms, especially large language models (LLMs), have become widely available and used in work and everyday life.

The development and application of generative AI technologies represent an important technological advance that brings opportunities, but also risks, particularly in institutions that process data of public interest and that influence public policies, economic models and international coordination.
The State Statistical Office (SSO) is obliged to apply the highest standards established by the European Statistical System (ESS), the European Code of Practice and the European Commission guidelines, including:

  • Ethics Guidelines for Trustworthy AI (EC, 2019)
  • Living Guidelines on the Responsible Use of Generative AI in Research (EC, 2024).

This policy provides guidelines for a controlled, ethical and safe approach to the use of generative AI systems, without limiting the possibility of innovation, productivity and the development of employees’ digital competencies.

 

Purpose

The use of artificial intelligence (AI) involves applying advanced technologies for automation, analysis and support of processes in statistical production and the operation of the State Statistical Office (SSO).
This policy establishes the framework for the responsible, transparent, safe and efficient use of AI in official statistics processes, with the aim of:

  • Improving the quality of statistical data
  • Increasing the efficiency of statistical processes
  • Enhancing services provided to users

The purpose of this policy is to provide clear guidelines for all employees of the State Statistical Office of the Republic of North Macedonia in making decisions and carrying out activities related to the use of AI, ensuring that the institution applies AI responsibly, securely and ethically in all relevant processes.
The Artificial Intelligence (AI) Policy is aligned with the strategic documents of the State Statistical Office, including the Strategic Plan, Quality Policy and Information Security Policy.
This policy regulates the use of AI in the State Statistical Office, with the aim of:

  • Protecting confidential and personal data
  • Enabling innovation and digital transformation
  • Ensuring compliance with European standards
  • Developing the digital competences of employees

Key message: AI is a powerful tool that can improve efficiency and creativity, but it must be used responsibly, ethically, and in compliance with regulations.
